PC wont POST but has power

Im building a pc for a friend and after plugging everything in and double checking every connection it turns out but doesn’t post. I installed everything securely and all of the fans spin to life but there’s no boot screen or anything. Any help? I tried reseting the cmos and trying different ram, reseating the graphics card, trying dimm #2. The motherboard im using is the gigabyte h410m H v2, i5 10400f, gtx 1660 super, and a thermaltake smart 500w psu. Another thing is that after a few seconds it turns off and turns on again but still doesnt display anything.

      What are the ram specs?
      Hate to ask
Did you remove the cover from the cpu and use thermal paste?

This should not stop it booting However, you should think about replacing this.
Your GPU needs 450W without any other things connected.
