Poor PC Performance on Cold Boot- Restart Fixes It (All Brand New Components Just Built)

Hey all.Im having yet another problem. This is really wearing me down lol.So im having pretty severe FPS drops on cold boots. If I restart the PC instead of shutting down and cold booting it fixes it though without having to do anything else.

Things ive tried already:

-DDU & reinstall drivers

-Clean install of windows

-Ran sfc /scannow

-Made sure BIOS was updated (it is)

-Made sure chipset drivers were updated (they are)

-Made sure “quick boot” was turned off (it is/was)

Nothing has helped. Im not really sure what else to do at this point and any help of even understanding what could be causing this would be appreciated. Ive also checked temps, it has nothing to do with thermal throttling the temps and usage is exactly the same in both instances. It seems like maybe a drivers or RAM issue, I thought it was Fast Boot for sure but it doesnt seem to be as ive turned it off and it didnt fix it.

RTX 4070

UPDATE: Found a clue, did a cold boot and checked GPU-Z and sure enough it says BUS INTERFACE: PCIe x16 4.0 @ 1.4.0
For some reason its loading as 1.4 on cold boot. Any idea what would cause this? On restart it goes back to 4.0

I actually misread GPU-Z as well, its actually running at x1 4.0
So only using one lane for some reason. Any ideas?

Missing from the parts list is the most important info of all, the brand and model name or number of the PSU that needs to be able to support such a high end GPU.

We can see at least one thing amiss already but can you do the below for us;

Download then run Speccy ( free ) and post the resultant url for us, details here, this will provide us with information about your computer hardware + any software that you have installed that may explain the present issue/s.

In the Publish Snapshot dialog box, click Yes to enable Speccy to proceed.
