I’ve reseated the CPU, by cover do you mean the fan or the piece of plastic. The fan is on but I took off the plastic bit.

Be sure to connect fan cables to the fan headers to prevent your CPU and system from overheating. Overheating may result in damage to the CPU or the system may hang.

              I don’t think it’s overheating, it’s not posting.

So when on the cardboard starts and stops?
                  If yes remove all ram

                  what happens.
Can you swap out power supply with another computer to test?

I put the ram stick in the other slot and it worked! I think it was a bad ram slot, I can’t test that right now but I will tomorrow. Thanks for your help!

Phillpower2 is correct about your power supply imo

Slot shorting out caused by one of the following, the RAM not being correctly inserted, debris/dust in the slot.

Another possible cause is having the RAM in the wrong slot, you mention having 16GB of RAM but no mention of it being one 16GB stick or the more appropriate two 8GB sticks so that both slots are populated, one stick will only work at 1600MHz whereas two sticks will work at 3200MHz.

What GPU was in the board.

Word of advice, don`t ask for help on a tech forum and then shoot the messenger

It is your computer to do with as you see fit and all we do is advise you, it is entirely up to yourself whether or not you take onboard the guidance but one bit of guidance that I do suggest you take on board is this, you have been given documented proof that the present PSU is both weak and of poor quality so continue using it at your own risk, it is not a case of if but when it pops and takes out all your other hardware with it, go cheap, go broke.
