    where to start

i bought a used “custom” pc from someone which included an asus TUF Z370-PLUS GAMING board with an Intel core i-7 8700 cpu, a geforce GTX 1080 SC acx 3.0 graphics card, a thermaltake aio liquid cpu cooler (floe riing 280tt), 32gb (4 each 8gb sticks) GEIL DDR4-2400 RAM; everything rgb. missing was power supply and storage so i bought a thermaltake 700w smart 80 non modular power supply and added a 2tb western digital SATA hard drive (2011, barely used) that was lying around. - this is for my 7yr old son, as i am not the game guy, barely pc literate, actually.
So i attached what was missing, hooked up a keyboard and a moniter, fired up the pc: everything lighting up, all 6 fans whirring, i hear the hard drive spinning, but no display. the moniter just got bored and went to sleep.
I double checked all connections; nothing.
I tested the moniter with cable, confirmed it works on another pc
I removed the ram, rearranged it, and tested each stick separately in diff slots
replaced the cmos battery and cleared the cmos with a jumper…no change.
I removed the heatsink pump and then the cpu and found a couple bent pins on the board
I called the seller and he brought me a GIGABYTE GA-AX370 GAMING K7 board with an AMD RYZEN 7 1700X cpu
which I installed with the same graphics card and (after ordering the correct ring bracket) heatsink aio pump, the 4 sticks of ram, plugged everything in and fired it up and still nothing as far as display.
everything seems to light up, fans work, I THINK i feel the aio pump working but im not seeing the led indicator lights doing anything on the board. The power button lights up on the board, but the digital readout stays at 00 and the VGA, CPU, BOOT, & DRAM led’s are not doing anything, Also the alarm speaker has never beeped once, with any scenerio.
I have done quite a bit of reading, gone thru basic testing, but no display and I cant configure bios, install windows, I’m getting a real sense of what a blind person might have to go through and I’m sure I’m probly missing some simple…SOMETHING, and seriously cant afford a new graphics card (which the seller says he tried in his PC at home, verifying that it works)
Now I’m ready for you to hopefully educate me on what I’m doing wrong (besides buying a used rig) or what i should try so that the kid will stop bugging me about playing ATTACK ON TOYS b4 he turns 18. His CHUWI tablet just isnt cutting it!
I seriously appreciate any advice, constructive criticism, noob jokes you might want to share, and I will do my best to try and be attentive to the post and any further questions you might need answered . THANK YOU!

Are you plugging the monitor into the HDMI or display port?

      Also,
Have you plugged the AIO into the CPU fan header or the SYS_FAN5_PUMP/SYS_FAN6_PUMP

Good they should not be on.
On the board you have dual bios. Which bios led comes on Mbios or BBios

Are you sure it is 00 and not D0
Have you plugged the cp into the 12V connector?

For optimum performance, if only one PCI Express graphics card is to be installed, be sure to install it in the PCIEX16 slot.
