Is it ok for power cables to be like this?

The insulation appears to be slightly shaved off in some places, but not all the way. I’m just making sure it is ok to use wires that look like the one the arrow is pointed to. I really don’t think electrical tape is needed either, since putting it on could further damage the insulation. What do you think?[ATTACH type=“full”]12298[/ATTACH]

If you think that using insulation tape to protect any damaged insulation on the wires is wrong I think that you are so far off the mark that you should not be messing with this in the first place.
