g’day and welcome to the forums.

looks like it’s trying to start.
so this is a new build you have just built?
have you checked all the cables are going to their correct spots?
the screen is plugged into the GPU and not the motherboard?
    the RAM is compatible?
to force shutdown, you are holding in the power button for 5 seconds?
the front panel power button is plugged into the front panel header on the motherboard?

have you tried removing the GPU and plugging the screen into the motherboard?

sorry if the question are obvious but we don’t know anything other from what we can gleam for the video and limited specs listed. (y)

        is it under warranty still?

to rule out a short or bad connection somewhere, I would be dismantling it all onto a piece of cardboard.
only connect the mandatory things to get you into BIOS, so no DVD unit, only one RAM stick, no drive, no mouse - that sort of thing.

as you re-assemble, take to opportunity to check the thermal paste, and wipe the contacts of the memory and GPU, both on the part and the mobo slots.

let’s see if you can access BIOS.
if so, then add the boot drive, more RAM and the keyboard -now see if Windows starts.
