rx 6400 fan always on

Hi! I bought today an rx 6400 and i’m loving it so far
but why does the fan have 700rpm or so even when browsing or desktop? is this normal?
I upgraded from an rx 550 2gb that didn’t use the fans while browsing
the picture above shows the statistics when i’m just on google

As you can Cleary see it only output 336 watts which is under the 350 that they card requires.

The GPU will pull more power that the supply can provide causing the GPU to run hotter and burn itself out faster.
