RTX 4090 not utilizing full potential

I am building a brand new pc. RTX GeForce 4090, MSI PRO x670-P motherboard, AMD Ryzen 9 7950X cpu, CORSAIR Vengeance DDR5 32gb ram, nvme 1tb hard drive.

I did a fresh install of windows, updated bios to latest (7D67v161 version), downloaded NVIDIA drivers, windows updates, etc. My monitor can handle 240hz (samsung odyssey g9).

When I launch a game, it runs rather smooth, however, it usually stays around 60-90 fps and dips below. It will jump up to 240fps in menus only and then back down during game play. I am running at 240hz 1440p. I look at the GPU utilization and it never goes above 30%. I noticed other people have similar issues but they advised that a bios update fixed it. It does not appear to even try to get the max fps that I set it to in game (any game). MSI support has no suggestions other than latest bios.

I’m at a loss. Any help or suggestions is greatly appreciated.

What settings do you have enabled on said games?

It should be noted that not every game is going to run at 240FPS. It should also be noted that the GPU running at only 30% is not necessarily a bad thing.(Depends on the game and such ofcourse)

Cyberpunk, Cod, star citizen, fortnite, hell let loose, God of war, etc. None of them come close to utilizing more than 30% gpu. None of them go much higher than 100fps. They jump all over and drop frames. They should not be. Other people with similar builds have max frames at 240 just with a different monitor. They also report gpu utilizes more power to hit that goal.

Star citizen I don’t expect to get near that many frames but it runs worse than my 2080ti.

Forgot to answer the rest of your question. I try max obviously but even dropping to high or medium does not come close to my goal. I picked this build based on getting max frames at 4k and 8k.

Some more questions and things you might be able to try.

1. Have you tried installing the samsung software/driver for your monitor? 49” Odyssey G9 QLED Dual-QHD 32:9 Gaming Monitor | Samsung Support IE
   There have been some issues noted on the web that are resolved with the latest version.
2. Are you using HDMI or Display Port? Last I checked the 4090 only supports DP 1.4 and not 2.0.
   DisplayPort 1.4 supports 4K at 144hz just fine with DSC though.
3. Do you have G Sync enabled?
4. This may seem silly, but have you made sure all power connectors are connected securely on the GPU?
5. Have you tried completely uninstalling all graphics drivers and then installing fresh. DDU is a great utility to assist with this - Display Driver Uninstaller (DDU) download version 18.1.2.3

I am also going to tag a few others to get some more eyes on this issue.

Great suggestions! THANK YOU.

1. I did install the monitor drivers. This is the first monitor that I’ve ever had to do this for, which I found odd!
2. I use display port, but I’m not sure which version my monitor cable is. I will double check this. It says 16k on the cable is all I can see.
3. Yes.
4. Yes, all secured and all use one evga power cord for each individual input. I know that I am not supposed to use one cord for two input ports.
5. I did a fresh install of windows each time, so I did not do this.

Once you have ran speccy, follow the instructions to upload a snapshot found here.

To publish a Speccy profile to the Web:

Yes to chipset. No to ddu cause it was fresh install.
