Specs :
Issue : I have had my PC, custom-built for about a month. Nothing too important to note, everything was working fine on the highest settings in every game I played (Fortnite, Just Cause 3, Spider-Man: Miles Morales). Every single game ran at a steady 60 FPS with VSync on and could surpass the 120 threshold without it on easily. However, since yesterday, after first booting up my computer, every single game I open runs at a mere fraction of the framerate my PC can normally handle, which caps at about 30 FPS and lower. I have also noticed that when playing these games, my GPU usage is pegged at 100% while its temperature doesn’t surpass the 35°C. My CPU is used as much as usual, nearing the 15% usage for a game such as Fortnite.
Troubleshooting : First, I’d like to say that nothing here has worked even in the slightest.

[li]I have uninstalled and reinstalled drivers for my graphics card, as well as rolled them back[/li][li]I have optimized my games in GeForce Experience[/li][li]I have checked my 3D settings in the NVidia control panel[/li]

[li]Turned on high performance mode on Windows[/li][li]Turned off game mode and then back on[/li][li]Turned off every single process running in the background at boot[/li][/ul]
After nothing worked, me and a friend tried to use the GPU on another system, and everything worked as intended, perfectly fine, so we can most likely rule out the GPU as being the main issue. We have also uninstalled and reinstalled Windows 10 on a clean SSD, which rules out any third party involvement/software involvement. We have checked the BIOS and reset to default settings, with and without XMP on, and nothing changed. Could the issue be coming from a different component such as the CPU? Or is it something else entirely? Your help is always appreciated, thank you.
