Click the Start menu and select Settings.
Select Update and Security.
Click Recovery.
Under Advanced startup, click Restart now. …
Select Troubleshoot.
Choose Advanced options.
Select UEFI Firmware Settings.
Click Restart to restart the system and enter UEFI (BIOS).

hold f10 and turn power on whilst you keep hold of f10. Fast boot might be stopping it according to the manual

if you leave graphics card in and attach to the onboard graphics can you enter bios.
Some mb’s allow the onboard graphics card to be first even with a graphics card installed
with all the upgraded parts installed - it’ll work, you just can’t see anything until the login screen?
with all new parts BUT the graphics card kept out, it’s all fine?
even though you get no signal, assuming the boot up cycle is still receiving keyboard inputs, have you tried all the possible BIOS entry options?
do you know what used to be the BIOS entry shortcut?
you say you have tried Esc and F10 - what about Del, F2, Tab - to name some of the others.
also try F9, F11 and F12 - yes these are for Boot Options, and Recovery and what have you, but I’m curious to see if any keyboard commands are listened to and plus, maybe they may provide a ‘back door’ into the BIOS menu.
Holding F(anything) or esc through power up doesn’t allow me to get it into bios using the GPU or the on-board. The only way to get into bios is to remove the GPU and restart using onboard alone.
