        also, when i asked you to press and hold the on button to shutdown
        did you hold the button in for at least 5-10 seconds.
        Even if the screen goes blank you have to hold the button in

          when i hold the power button down to shut it down for 15 to 20 sec, it shuts down in about 4 sec. the rgb lights on the motherboard stay on, when i shut down from os they do not, when pc is restarting and hitting the delete button it shows fuzzy screen then black flash then back to fuzzy screen and stays there, seems like it accessed the bios but dose not show it just fuzzy screen, should i see a white flash from motherboard when turning power on at the psu switch? only happens when i shut down and turn the psu off and then back on before powering the pc up.

                and you did try reset bios to defaults?
                LEDs in Sleep, Hibernation, and Soft Off States Allows you to set the lighting mode of the motherboard LEDs in system S3/S4/S5 state. This item is configurable when LEDs in System Power On State is set to On. Off Disables the selected lighting mode when the system enters S3/S4/S5 state. (Default) On Enables the selected lighting mode when the system enters S3/S4/S5 state.

                  any ideas
                  op cannot access bios unless they pull the power cord - something is keeping power in board (s5)?

                        If you can access the BIOS like you have before @PeterOz thinking that Fast start and then the same in the power settings. If not already done yet.

                          white light is like spark flash not rgb, should remove motherboard and check behind for problem, what do ya think? tried video card and no fuzzy screen but also no logo or access to bios, just straight to os, flashed bios to earlyer one with no change, use tv through hd a/v receiver, never had a problem with this set up, igd on initial device, reset bios to default no change, agree with @Bruce that may result in spark flash

                              yes i will try one with no a/v receiver involved, i’m leaning towards mother board issue with the white flash, need ta check behind board i think to rule it out, i build my own pc’s so not that big a deal, may be an issue with the old power supply that caused this result
