My friend's pc is running worse since new upgrade

Hello and happy new year. My friend recently got an rtx 3060 ti for christmas and since he installed it his pc has been running remarkably worse.
He has tried a DDU, reinstalling windows, installed new drivers. He has tried everything and his pc is still running about 40% worse with his new gpu
He upgraded from a gtx 1060 3gb to an rtx 3060ti 8gb. Does anyone have any idea why it is running so poorly?

Full system spec list: i7 7700k
not sure about motherboard
32gb ram 2133mhz
rtx 3060ti 8gb founders edition
700w gold rated psu

My mistake sorry his cpu is an i7 6700k and his motherboard is a Gigabyte G1.SNIPER B7-CF
