When I try to start the computer, the startup sound is played, such a peak, the fan on the power supply makes 1-2 turns, with a very tight sound, the blue light on the video card lights up.

I opened the cover and blew into the power supply to blow off the dust, also turned off and put back the power for the hdd (because a few days ago my disk was out of order and I solved the problem in this way, I thought it might help in this situation) . How do you think, how can I be sure that I need to buy a new power supply? It can turn on and off like this after 2 seconds, is this a typical problem for the power supply?
