Is it normal for a gpu to immediately go to "gpu usage 100" after turning off vsync in a game?

So,i noticed this while playing Mad Max,vsync is turned on by default,and both gpu and cpu usage by that default settings are really low but the game runs flawless,without any stutter or a single frame dropping below 60,i get 240+ fps(when i turn off vsyinc)as soon as i turn off vsync the gpu starts running at 90-99 % cpu gets around 50-60 and thus i start getting in higher temperatues 70+.

I understand that vsyinq syncs the framerate to your monitor rate,which in my case is 60hz only(it’s a 32" tv not monitor and it doesn’t support any higher hz rate)so when vsync is turned on i get that constant 60 fps but why do i feel like both my cpu and gpu are then underperforming with those % usages,is it because both dont need to work to their maximum to achieve those 60fps despite the game running flawless without any problems?Should i just not worry about this at all and play it locked at 60 fps and ignore the low cpu and gpu usage or are even the 70+ temps relatively normal when vsync is turned off?I might also add that it is really warm in the room where the pc is located

The psu is a “ARLT” brand 600w

What i also noticed when vsync is on the power consumption of the gpu is low too instead of what it normally should comsume like when vsync is off(around 160-180w)
I might also want to add that i play most games at 1080p despite my tv not being able to reach those resolutions,the max from what i think is 1366x768@60Hz

It’s not abnormal for your GPU and CPU to be running at low utilization at 60 FPS, I’ve had games where my GPU and CPU are <5% utilization. If you start seeing performance issues there may be an underlying problem, but I see no issues with this.

According to online reports many users see their temps around 70-80℃, I would run as low on that spectrum as I could personally, and it sounds like yours is doing that just fine. Do you have adequate case ventilation?

I’ve never heard of that brand of power supply, while it technically meets the specifications for your GPU I would personally look into swapping it for a quality 650W gold rated unit from Corsair, Seasonic, or EVGA (one with a 10 year warranty). This is assuming that Phill doesn’t trust them.

There is one thing that is possibly worse than using a known poor quality brand of PSU and that is using one that is unheard of, for brands of PSU to trust and brands to avoid please refer to the links in my sig.

Allowing for the additional storage device you have something along the lines of a Corsair RM550x will suffice, similar from the other brands mentioned by Pyro if you can get them for less than a Corsair should also be considered.
