New graphics card added to MSI-B450M PRO - PC refuses to turn on.

Hi all im trying to pin point if this is simple a cable issue - a power pack issue - or a motherboard issue.
    My specs: Ryzen 5 - 2600 - 16 gig of ram - msi-b450m pro vdh max - OCZ mod x stream - pro 700w power supply - Windows 10 - 64BIT fully updated.

Issue: My previous graphics card was a GTX 960 - When I put my new card in which is a sapphire RX 6600 - The power refuses to even switch on. Even if something was wrong it should surely power up at least. I put my old card back in the board and wired it back up again, it then boots up and fully loads in to windows without issue. I am using this cable, for the new card.

Even if the motherboard needed an update it would surely still turn on at a minimum with the new card installed.
    Head scratch for sure lads.
    thank you

The PSU is the prime suspect, released ten years ago with only a three year warranty and not even Bronze efficiency rated

OCZ no longer make PSUs that I know of so yours will be out of warranty & not have the Gold efficiency rating that modern GPUs require.

Check what the maker of your new GPU says is the minimum PSU requirement then purchase the appropriate spec from one of the following, Corsair RM range, EVGA or Seasonic.

Just a fyi, adapters & third party cables seldom work out.
