Won't boot with second ssd connected.

Recently bought some new parts for my computer (13700k, 32 gig ram 5600mhz, 790 motherboard)

I had an old computer previously (6700k) and wanted to upgrade.

The hardware installation went smoothly, I have done a fresh windows 11 install (was previously win 10).

When I went to boot with the usb win 11 for the fresh install it would never boot, just on my bios loading forever, until I removed my second ssd.

Now I removed it, installed win 11, boots fine, but when I reinstalled the second ssd, won’t boot, same problem.

My power supply should be fine 750w, 1080 gpu, nothing else connected.

    Any suggestions?

I have tried different sata connections.

Motherboard is z790 pro Rs asrock.

With the second ssd connected, does the boot order try to use it instead of the ssd that does work?
    check in BIOS.
