I recently upgraded all of my pc parts besides my hard drive whenever I start the computer it goes directly into bios and when I exit it just restarts and goes back into bios
I tried getting the windows installer to see if it just needed a fresh OS install and putting it on a usb stick from a windows vista laptop and the it’s not even booting from the usb even after changing the boot priority
i really don’t know what else to do

That was always going to happen because Windows tries to load the drivers for the original MB and as you have seen it doesn`t work out too well.
Have you disabled secure boot and set the USB device as first in the boot order in the BIOS.
When you created the ISO on the Vista computer did you choose the option to be use d on another computer and select Windows 10 64-bit.

secure boot is turned off and the usb is set in the first boot order
whenever I tried downloading the windows tool it kept routing me to just download the full iso and not the launcher so it never gave me any prompt to where I want it downloaded it winwar is installed and it won’t even boot the application from inside the folder
would I need the usb to be in a specific place on the pc when trying to boot?
At the link here you will see under the second option that it says " Edition of Windows. You should also choose the same edition of Windows. To check what edition you’re currently running, go to PC info in PC settings or System in Control Panel, and look for Windows edition "
The USB device should be in a black USB 2.0 port and not one of the faster blue or red USB 3.0/3.1 type.
it is 32bit
It’s windows vista home premium
But whenever I click the link from the vista I get sent to this page and only have one option to pick from to dropbar
Sounds like you may have a 32-bit ISO, have done you a pic below that shows how you select your ISO, if you don`t do this on a 32-bit computer Windows automatically does a 32-bit ISO.

It doesn’t give me a prompt screen to select the one I need it just downloads the multi edition iso and from there it won’t even open the installer if thats what the screenshot is showing
Sorry but you must be doing something wrong as what you see in that pic is what you get after being asked if you want to “upgrade this computer” or create an ISO for use on another computer.

Is there anything else I can do to get past the bios setup screen i don’t know anything else besides just getting a windows install disk and using it that way
No, not the case, download the ISO on another computer that is 64-bit or ask someone else to double check what you are doing.
Fwiw, the screenshot that I did for you was purposely done on a 2007 32-bit Sony Vaio and the Windows download page is the exact same for everyone which means you must be missing something
