Pc lagging stuttering and fps drops bad after upgrading to 5500xt help please.

So as title says i upgraded my very old pc from a gtx 750 to a radeon 5500xt hp oem. When i play league of legends i get around the same fps as my gtx 750 did which isnt the issue the problem is im noticing bad jagadness, stutters and fps drops. Especially when a team fight breaks out my fps drops and stutters happen. I reinstalled my gtx 750 and it runs buttery smooth. Could my old cpu processor be causing this issue? I bought this gpu used but it was taken out of a prebuilt and looked in great condition couldve they sold me a bad gpu? Here are my specs and userbench mark included thanks a lot for help in advanced.

    i-5 4670K
    ASUS Z87-k mobo
8 gb adata ram 1866 mhz
    2 tb toshiba hdd

Also, like to mention yes i did use ddu to uninstally old drivers. Ive heard thermal throttling could be an issue but my temps seem normal even it being a 1 fan gpu. Is it also possible my gpu isnt drawing enough power and its using lower power consumption upen doing a stress test i noticed it was only using 85-95 watts idk if thats bad. using a 510 watt bronze psu too btw.

Being an OEM means that what you have is commonly known as a dumbed down version of the card (reduced spec) which basically means that you cannot compare the HP version of the card to any other such as Sapphire or one of AMDs own.

OEMs like HP do a deal with the likes of AMD for their chips and then modify them to suit their needs, lower power requirements etc, this means that they can use cheaper PSUs in the PCs thus reducing their costs, see the links below and compare the specs of the cards, you will note that the HP card has half of the other cards memory and only requires a 300W PSU whereas the others are 450/500W respectively.

        AMD Radeon™ RX 5500 XT

        HP RX 5500 XT

        Sapphire RX 5500 XT

In addition to the above, HP also provide the drivers for their cards to allow for the reduced power demand etc.

Okay so what exactly does this mean for my fps stutters? I have a 510 psu. I was suspecting that its probably a cpu bottleneck.

Nothing wrong with the CPU, it is the GPU that is the weakest component, your own benchmarks are telling you that, you also need to keep in mind what was advised about the drivers for the GPU, being an OEM means that the card really should only be used in a HP desktop so as to avoid problems with drivers, an example of HP drivers for the GPU can be found here the drivers are specific for a HP RX 5500 XT in that particular model of HP computer and so should not be used with any other PC.

It wouldn`t matter if you had a 1000W PSU as the card has been modified to draw less power and unfortunately less power = reduced performance.

Two suggestions, see if you are able to find HP drivers specific to just the GPU that you have and put the old GPU back in to see if the performance improves, the second test will confirm whether or not the card is the problem or if it is the internet connection when you are gaming on line. LoL is probably one of the most common games that people suffer poor FPS with, its just so popular that the game servers are maxed out 24/7.
