ASUS DUAL RTX 3060 Ti Not detected

Helli dear PC Help Community, im hoping someone can help me at this problem im having with my PC.
So i was thinking about upgrading my GPU to be able to play games at higher graphics settings (and to be able to play them in the first place) from my GTX 1050 Ti to a RTX 3060 Ti.
And so i did, but after connecting it to my mainboard it just does not get recognized by it.
The LEDs on the Graphics Card are shining whenever i am starting up the PC and the GPU Fans are also spinning, but after the inital startup they just stop spinning (LEDs still shining tho) and my display stays black.
Ive already updated BIOS, did clear CMOS, deinstalled drivers (and also installed newest drivers) changed the PCIE speed from Gen 3 to 2 to 1 and to Auto (wich are all Options)
Im using a Z490i Aorus Ultra Mainboard
and my PSU has 750W Power which should be more than enough.

Another important note is that im connecting my GPU through a Riser Cable since i cant connect it directly because of the small size of the Mainboard.
The Riser Cable only supports PCIE Gen 3, but since Gen 4 PCIE is compatible for lower Generations that shouldnt be a problem, i still bought a new Riser Cable which supports PCIE 4th Gen just in case to try if thats the Problem, but it will arrive here at probably Monday - Tuesday.
I hope someone can help me figure out what im missing. Id be more that grateful!

Not all PSUs are of equal quality - what is the brand and model name or number of the PSU and how old is it.

That is normal behaviour as the fans are thermostatically controlled and only spin up when the thermal trigger activates.

I have a suggestion but will leave it for now as we first of all need to know the PSU details.

NB: Using adaptors of any sort is a last resort as they seldom make the end user happy.

My PSU is the “SF 750 Corsair Platinum 80 Gold” and is about 6 to 8 months old.

A very good PSU so almost certainly ruled out.

          What I suggest but only under the following provisos;

You do not wish to wait until the new riser cable arrives.

The RTX 3060Ti is out of the box new and not pre used.

You are comfortable with working inside a computer and fully aware of all the safety steps that must be taken.

If yes to all of the above, restore the MBs default factory settings in the BIOS then remove the MB from the case and do a barebones set up on a large non conductive surface, other than trying the RTX in another computer that has the appropriate specs the barebones set up is the only way that you can try the GPU directly in the PCI-E slot and confirm whether or not the GPU works.

            +1 to the above.
remove the riser out of the equation and setup on a large piece of cardcoard, or kitchen table.

            whose is the RTX manufacturer?
