Why is my PC experiencing low FPS?

I have issues with FPS on certain games. My FPS is lower than what other people are getting with the same specs as me. I have MSI Afterburner and RivaTuner Statistics and it shows that my CPU usage tends to be very high (90-100%) and my GPU being around 70% (even sometimes a lot lower but CPU usage still high). My FPS tends to be very low and on games like Jedi Fallen Order with medium graphics settings (GPU around 70% and cpu 100% constantly). I have roughly the same usage on GTA with around 40 FPS. Im worried my CPU is bottlenecking my GPU but Im not entirely sure it should be doing it to such an extent since other people don’t experience as much of an issue. My CPU tempurature averages around 70 degrees celius. All of my drivers are up to date and my resolution is 1920x1080 on pretty much all games. I also tend to experience big FPS drops in things like cutscenes even with low GPU usage.

My PC specs are:
AMD Ryzen 3 3200G
Nvidia GTX 1660ti
16gb ram (2x8gb)

I was wondering if anyone has any advice on if I should upgrade or any possible reasons I am experiencing low FPS even on lower settings.

No there is not any tool that we use to pull system information will show that information.
