PC will not post after power down and power on

This is somewhat of a follow up to a thread I had here before (link). The current issue is that I got the system to run, booted normally and even played a few games with no issue, on shut down and power on the system will not post.

Troubleshooting so far:
-Replaced GPU (new 5700xt also tried backup GT710)
-Assembled outside of the case, same issue
-Tried with 1 RAM stick in slot 1 (with all 4 ram sticks separately)
-Replaced motherboard (new Prime X570-P)
-Tried resetting CMOS (pulled MOBO battery for 10-12mins)

Still having the same issue after all of this, and cannot get the system to even Post at this point.

Build:
CPU - AMD Ryzen 7 3700x 3.6GHz 8core/16thread 65W processor
PS - 750W Thermaltake Toughpower Grand 80 Plus Gold Certified
GPU - AMD Radeon RX 5700 XT 8GB GDDR6 PCIe 4.0 (Nvidia GEFORCE GT 710 as backup)
Motherboard - ASUS Prime X570-P ATX
RAM - 32GB (8GBx4) DDR4/3200MHz Duel Channel Memory (Corsair Vengeance)
OS - Windows 10

between your new GPU, new mobo and RAM testing each stick, that leaves the power supply as the next thing to check.
any chance you can get your hands another PSU and see how that goes?
and with the rig only being built mid-2020, is it under warranty still?

Let me ask my buddy if he can spare his PSU for a day or 2. As for warranty, some of the items have been (hence the new GPU and MOBO) I will need to check if the PSU is. That is part of the reason I have no problem replacing parts, at this points its just carefully pulling them and packaging them to send out, I just have a lackluster ability to troubleshoot this type of issue. Will report back in a bit.

Latest update: Replaced PSU with Corsair CX750M with no luck. Pulled the system back apart and have it all out on cardboard on my workbench. Tried with the old PSU; new PSU; 5700XT; GT710; individual ram sticks (even in multiple slots); with SSD removed and still no post. I verified that both monitors work with my Nintendo switch and both HDMI cords work with the switch. At this point I feel like I have hit a wall, and that I have pretty much replaced the whole computer. All thats left is the CPU that im aware of.

what type of risers did you use?

make and model of the case.

Case is a NZXT H510 Compact Mid-Tower Case.

I am not sure what you mean by risers? If you mean like a PCIe Riser, I installed the GPU directly to the motherboard.

what is in between the case and the motherboard?

ohhhh! there are little hex head threaded inserts that I had to move into locations for my motherboard screw locations. they seem to be similar material to the case itself, nothing special.

It should also be noted that I did try the system out of the case on cardboard

Did you try all of the slots?

yes those are risers

Made sure that the CPU fan is connected to the motherboard?

See if you can install the GPU into an other system and does it display.

You did check to make sure that power is connected to the display card and you are attaching the display to the display card?

Let me try the ram sticks in each of the slots

-CPU fan is connected to the dedicated location on the mobo and pump connected to AIO pump location.
-Let me see if I can have my buddy swap his card with both of mine to rule them both out.
-Dedicated power cables are connected from the PSU to the 5700XT but there are no connection points on the GT710 and tried HDMI out on both cards to 2x monitors (with separate HDMI cables both tested with a console)

What are the chances that the CPU could be bad?

At this point would not rule out the CPU.

You did remember to remove the plastic film from the CPU and apply the thermal goop and none of it ran over?

Does the pump turn on and how does it sound.
Can you see or feel fluid passing through the lines.

I triple/quadruple checked the CPU and the little plastic film before applying thermal paste, and as best I could tell the paste didnt overflow (I only applied a small pea sized amount in the center).

Pump turns on, I can hear fluid flowing and as best I can tell its running correctly.

Next steps: I am going to get together with a friend in town to try the GPUs, he said he has an old CPU from when he upgraded that might have the AM4 socket, so I will check that out when I am over his place. I will report back this afternoon as I rule out some of these items, including the RAM in separate slots.

Just got back from across town, tested the GPUs and both worked fine. Brought home his backup Ryzen 3, installed and system posted, went right into BOIS and was able to BOOT right up with no issues. At this point its all working fine with all original components minus the new CPU and running fine. AMD said they have a 3 yr limited warranty that covers the Ryzen 7 so I just need to package it up and they will send me a new one.

CPU’s do die but it’s pretty uncommon.
