i started up my new pc and windows wouldn’t come up so I decided to download windows on a usb and start all over. It worked up until the desktop homepage. After updates started to install it showed a bunch of green dots and just black screened. Any tips to fix it?
The hard drive may have a problem. I would just return it as faulty.
There also may be a problem with the graphics card. If you wish to try fixing it then clean install Windows but choose not to download updates. Install drivers from the manufacturer’s website & when all is working fine image the PC using Macrium Reflect free (remembering to create their boot media on USB or DVD), then install any Windows updates.
Is this a new pc you purchased or one you built.
If it it new I agree with Bastet - Return the pc.
Only if you built the pc and it starts up from the new windows install
