2 cores being used and jumping between 0 and 100% making pc unusable

I5 9600k
16gb ram
Rtx 3070
Win 10 pro

I will attach a video of what is happening. The other cores don’t get used at all meaning that everything is on those 2 cores so i can’t even move my mouse properly or open task manager as the other cores just don’t want to be used but all can reach 100% utilisation constant in a stress test but not in beat saber. It usually works fine with all cores being used
