GPU fans cycling on and off noise

I have an issue with my GPU where the fans are cycling between on and off. I’m quite certain the reason for this is simply because the GPU turns fans off under light load while cooling isn’t necessary. However, even when idling the temps rise slowly and eventually, at 60C the fans turn on for about 10 seconds to cool back down to about 55C(see image). This leads to pretty annoying cycle of noise from the GPU fans as they ramp up pretty loud.

If anyone has an effective way to prevent this cycle I would appreciate the help

Check the fans and make sure that nothing is hitting them.

        Clean the blades from debris.
While doing that do the entire system.

What is the make and model of the PSU

        Others may have more information.

I made a much more lenient fan curve in MSI afterburner and now the noise from the fans when they turn on is barely noticeable
