Why does my screen flicker on web browser and Terraria after upgrading GPU?

Not to long ago I upgraded my GPU from a GT 1030, to a GTX 1660 Super. Ever since I upgraded my GPU I have been having flickering and screen tears on the web browser and Terraria. The weird thing is that it’s not an issue at all on my 3D games. Why is this happening? Is there anyway I could fix it?

GPU: GeForce GTX 1660 Super
PSU: 400 W (Atleast I think so)
RAM: 8 GB (Will be getting more)
Hard drive: 1TB

The GeForce GTX 1660 Super requires a 450 Watt PSU minimal.
Would suggest a Bronze or better

Okay so I figured it out.

PSU: Raidmax XT series RX-400XT-SI and it’s 400 W

It happens on Microsoft edge and google chrome, and everything is up to date.

They are both Chromium based browsers.
Give Firefox a try and see if things change.
