    Graphics Card Performance Confusion

Hi all, so i have an MSI RTX 2070 8g with an i5 8600k. I have recently bought black ops cold war and cyberpunk 2077, and I literally have to use the lowest graphics to run good fps, even though nvidia’s recommended optimized tell me I can run high graphics settings, I cant. The cyberpunk website says my gpu should run it fine for fps, but I cant. I have all updated drivers and I cant figure out why my rtx 2070 wouldn’t be able to run these games at a good fps.

What happens when you run the games in a clean boot

What security software are you currently running?

Download then run Speccy (free) and post the resultant url for us, details here, this will provide us with information about your computer hardware + any software that you have installed that may explain the present issue/s.

To publish a Speccy profile to the Web:

In Speccy, click File, and then click Publish Snapshot.

In the Publish Snapshot dialog box, click Yes to enable Speccy to proceed.

Speccy publishes the profile and displays a second Publish Snapshot. You can open the URL in your default browser, copy it to the clipboard, or close the dialog box.

The clean boot actually did seem to stabilize my fps in both games, does this mean I should stop running certain programs? and my drivers are from nvidias website where you search for the ones for your graphics. Also, my internet provider has been bad lately as well, its gone up and down.
                I have windows defender

Under the How to determine what is causing the problem after you do a clean boot will instruct you on how to see which program may be causing this issue.

Yes it can and will be time consuming.
