One GPU fan just "wiggles" but doens't run

Hello everyone,

as the title says one of the fans of my KFA2 GTX 1080 GPU doesn’t start. It just does a little “wiggle” and stops for a few seconds, and then “wiggles” again.
Here is a little GIF of the card: (also as an attached file)

Tested a few things in the last two days and it sometimes works by itself until the PC shuts down and the fan comes to a hold.
• It doesn’t start on high load, just the 2nd fan goes up really high to keep up with the temperature of the card.
• It doesn’t start if I try to manually control it via MSI Afterburner or other software
• I removed it from the case and cleaned it thoroughly
• Tried to spin it with my finger (doesn’t feel different to the other fan), so it’s not stuck
• Tried to give it a spin while the PC is running
• Replaced the 6+8 Pin connectors from the PSU

Sadly I don’t have another system in which I could test the GPU.
The system is about 4 years old.
Are there any other things I could try, or is the fan, the bearing or something else dead?
If so would you recommend to do something unusual and replace the fans (not heat sink) with 2 case fans?

Thanks in advance

have you check for any obstructions, like a wire?
but since you say you have spun it with your hand and it doesn’t feel any different than the other one then I guess there shouldn’t be any blockages.
either way - it has died and needs replacing.
and there-in may lie your next hurdle - getting a fan to suit.
adding a chassis fan to the general vacinity will be a short-stop solution until you source a genuine fan replacement.
