cpu randomly started geting worse

my pc is ok and i had the ability to live stream rocket league and my pc not lag. but recently my CPU has started slowing down and i can no longer do that and when i check my CPU its at max usage. if theres any reason on why it might of just started getting worse please let me know. i just got the CPU 2 months ago

If the same MB run the Intel CPU diagnostic tool if not the same Intel platform MB let us know.

hi I’m not really good with pc part knowledge so i dont know how to see if the mb are the same .but i tried the software and it said that the setup failed and the operating system is not adequate for intalation. but if this helps here are all my parts.
