PC hanging problem.

Hello im new to this forum i wonder if i could get some help with my PC.

I have this problem with my pc freezing/hanging randomly. it doesnt matter what im doing e,g playing a game or browsing the web my computer will just freeze for anywhere between 3 to 7 seconds, then return back to normal. I have ignored the problem for several months after failing to solve the problem myself.

My computer specs.
CPU= i5 8600k
GPU= Gtx 1080 8gb
RAM= 16GB DDR4
PSU= Corsair 650W
MOBO= Prime z370-p
Hard-drive = 1tb SSD

In trying to solve the issue myself I have:

Replaced the SSD
Monitored the temperatures (all seem fine)
Completely wiped the system ( new fresh OS)
Re seated my GPU and ram
Updated BIOS and set to factory settings aswell as disabled xmp profiles.
Changed computer power mode from ‘‘high performance’’ to ‘‘recommended’’

Despite these efforts the problem still exists any help would be greatly appreciated thank you.

have you tried uninstalling the NVidia software, turn the PC off, remove the GPU card, plug the monitor into the mobo port and turning the PC on.
update the driver for the mobo graphics and see if the issue still happens.
that will help eliminate either the mobo or the GPU card.

I have actually already been advised to try that several months ago, i did indeed try it, using just the integrated graphics but unfortunately the issue wasn’t resolved. Im not very tec savvy is this likely a hardware problem then well it has to be if the issue is still there on a fresh OS install?

it could easily be either hardware or software.
hardware as is a faulty component.
or software as in a dodgy driver.
after your fresh install of Windows, it would have been good to have the graphics card removed, that way MS would not have done any updates on that front and you could have ran the PC for a few days and seen if the issue repeated itself.
then all going well, put the card back in, install its drivers and see if the issue repeats then.
