Monitor Spazzing Out Upon PC Being Turned On

Hello,

I’ve been having this problem for about a year and a half now, where my computer monitor glitches out for about 30 minutes to an hour upon being turned on or awaken. This eventually goes away and the monitor returns to normal. How can I fix this so I can use my PC right away without the monitor glitching out like crazy? (Pic related)

Have you tried using another monitor to make sure it isn’t the monitor that is causing the issue?
