Can you tell us which particular model of HP Omen you have, how many chirps and if you get any display or not. -

Can you tell us how many chirps, it will tell us what the problem most likely is, 1 long and 2 short or 1 long and 3 short for example would suggest a problem with the video card.
Can you also tell us what brand the RTX 2060 is, EVGA, MSI etc and is it the 6GB or 8GB version and have you ever upgraded the powers supply on this computer.Comment

700W would be plenty but not sure if it would fit in the case.
What GPU was in the computer when you got it.
Have you checked the PSU that is in the case at the moment, if not check the shape of the PSU some are oblong instead of square and double check the wattage while you are there, just in case your computer has a 500W PSU for some reason.Comment
