Stutters happneing every 45 seconds or so

It doesnt matter If Im in game or just Idle browsing I have been having constant stutter issues. The only thing that has come off as weird is when in task manager no matter what there are always like 3 or 4 programs using “very high” power usage.

What games are you playing,when the stutter starts? Your gpu is showing signs of being unstable via your monitors..
