Ok so I removed the CMOS battery for ten minutes and then I plugged the HDMI cable into the HDMI slot of the MB.
it started twice for about half a second before shutting down and restarting. The third time, the startup followed the normal procedure, with the video acquisition, but before arriving at the BIOS it again shut down by restarting continuously in loop.

The PSU may have something to do with this but adding the fourth stick of RAM is not likely to have done any harm.
No option other than to wait on the new PSU I`m afraid, puzzling how you get further with the add on GPU when the system requires more power.
The mouse makes no difference but you must have a keyboard connected to the computer as the BIOS looks for one as part of the power on self test (POST) and when troubleshooting using a wired PS/2 type keyboard is better.
Something that I should make you aware of, the onboard video relies on the RAM to support it which means that if you have RAM issues you also get issues with the onboard video.
I received my PSU this morning. I installed everything, but to my amazement, it does not work, neither with two sticks, nor with the four and I tried the two pairs individually.
The computer starts for half a second and shuts down. I noticed that the HDD works longer than the duration of the motherboard boot.
New update: Without the GPU, I pressed the RST_SW button on the MB and normal startup followed. However, once again, it was impossible to acquire the image. I tried the same thing with the GPU, without success.
