That looks like a rarely used processor power supply and in particular a Pentium 4, these have been used on brand name computer system boards such as HP etc, while technically as being 12V it could be connected to a GPU there are a couple of reasons why it shouldn’t be, the PSUs are normally non standard ATX type and will have only the two cables coming from the PSU and both need to connect to the MB, one for the CPU and one for the mainboard power supply and the said PSUs normally only have a low to very low power output and most certainly not enough to power a gaming capable add on GPU.

It depends on two things, the output of the present PSU + how much room there is inside of the case, something like the example here does not need a lot of space and only requires a 300W PSU and no supplemental power dongle from the PSU.

While looking for info on your PSU I came across your thread on the HP forums here while it may have been explained slightly different here the guidance on the HP forum is basically the same as what has been offered here, while the PSU may be labelled as 310W it is most unlikely that it can produce that which in turn reduces the amps on the +12V rail that is required to power an add on video card via the PCI-E slot on your MB.

Would it be possible for you to upload a clearer picture of your PSU so that we can clearly see the output, the information will change nothing but if we had such a picture we could better explain using pictures why the PSU is not appropriate for anything more than powering the computer as it is.

Honest answer is that I would not risk using an add on video card with that PSU, the brand is bad, the output information label is badly lacking in detail, if you check the information on the PSU database here you will note that your PSU is not even listed, there is no warranty period for any of the Acbel PSUs and that most of the Acbel 300W PSUs could only actually produce 228W which is terrible.

We can only provide you with information that we can find and the final decision is for you to decide unfortunately.

Question, what would you be hoping to achieve by fitting an add on GPU into this computer, if playing games, what games.

It would not be possible to play either of those games on this PC as the hardware does not meet the minimum specs and there is no possible upgrade path due to the limitations of the motherboard and PSU.

Sorry but the guidance is as in my reply #9, you presently have a functional computer but not for long if you start connecting things in any other way than they are intended to be, you could take out the whole computer.

The final decision is yours to make and we can only advise you as to any pro`s and cons that you may encounter, the GTX 1650 may not require any supplemental power dongle from the PSU but it does still require that the computer be powered by a genuine 300W PSU that can produce at least 27 amps on the +12V rail.
