Issues with pixelation on twitch streaming.

Before you recommend me to the internet forum or whatever wait. If you read below you’ll see my internet speed.
    Hello.
I am seeking help with my ongoing issue. I WATCH a lot of twitch, and I mean a lot. For awhile the problem didn’t phase me but enough is enough. To give you the long story short I have been experiencing serious pixelation in twitch streams(also in streaming videos online) mainly twitch though. For example when there’s action or fast movement. I attached the example below. I have recently upgraded my services with Xfinity. I now have 300 DOWN 20 UP. I have come to the conclusion that this error has to do with my pc unless you tech-savvy frogs know otherwise. I bought my prebuilt computer last January(yeah I know filthy casual for buying prebuilt). Before that, I never had this issue with my previous one. So it has to be a hardware issue or something with my motherboard I have been told. I do not stream I simply watch streams. Soo no obs settings or anything is needed
    my PC specs are :
    Intel(R) Core™ i7-9700k CPU @ 3.60GHz
    16GB installed ram
    RTX 2070 GPU
    Windows 10 HOME
and if you need any other details I shall provide them. Please help me end this nightmare. It’s a terrible strain on my eyes to watch pixels. Thank you for reading this.

with web speeds, you pay for 300 down and 20 up but what do you actually achieve?

so there was no issue with the previous PC?
was that with the same internet plan?

how do you connect to your router/modem - wifi or ethernet?

          Hello Bruce.
As of recently, I am reaching 350-360 down and 22 up.
Absolutely zero issues with my recent pc that I had for over a year. (with the same internet package deal)
I connect via ethernet cord directly to the Xfinity modem.

twitch and youtube have the same issue. the bitrate or whatever you call it goes insanely blocky/ pixelated in fast-moving parts.
