    Fast running fan

Ok i am no pc expert so please bare with me..I have an old DELL (3years) base unit. For a few weeks now on starting up the pc the fan (one close to heatsink/CPU) speeds up like its trying to take off..I have to shut the pc down via power on/off (only way) if the pc is started again the fan doesnt always speed up.. it happened once or twice each day i had used the pc, now it does it all the time, to the point i can not start the pc. Sometines the pc would run for hours just fine then the fan would kick up speed n i would have to shut the pc down..
I have cleaned all dust, fluff etc from inside the unit and the fans.. still doing it..I can not get any specs from the unit as its now not starting without the fan going nuts, darent even try lol any ideas please? I have attached pic of the fan..heatsink unit and the numbers on the fan Just incase it helps..

The Dell will have a model name/number Inspiron, Vostro 7010STT etc, if you know the info can you post it for us so we can do some research.

The fan you mention looks like the CPU cooling fan but attached to the side of the heatsink.
