GPU artifacts

My newly built PC is showing small green horizontal dashes all over the screen, this started right after I put the resolution to full HD. I know that the cause of this is probably my GPU, is there a way to fix it?

Have you tried restoring the original settings or starting the computer in Safe Mode only (no networking) to see if the issue is still present.

no, i was actually just too lazy to get all the specs. I built the gpu into another pc which had the same artifacts. We just sent back the gpu to get a new one because it seemingly arrived broken, but thanks for your help
