Did you physically remove the primary GPU before testing with the on-board graphics?

When you replaced the motherboard, did you replace the old motherboard standoffs with the new ones? Can you make sure the standoffs are screwed in all the way?

All standoffs were replaced since they came with the new case I bought. Yes the GPU is out when I did my testing I’ve tested with it in and with it out

Try removing the CMOS battery for a little while and try again. If that doesn’t help, it could just be a bad board.

Then go get it exchanged. A brand new board can still be a bad board. Or wait for a second opinion from other members.

Did you make sure there were no standoffs fitted to the case where no motherboard securing screws go. Often case manufacturers fit standoffs for the full size range of motherboards.

If that is OK suggest you remove everything and build the computer outside the case on some non conductive surface and test it.

That board depending on its revision may be an old model, and you did not answer an earlier question as to the revision of the board. Have you checked if the your ram is compatible? What was the make and model of your old board?
