What cpu is perfect and future proof for gtx 1080 Ti at 900p@60hz

I will buy a gtx 1080 Ti and Dell E2016HV. So what cpu is cheapest but perfect and future proof for 900p@60hz? And also what the cpu will be if it is 1080 Ti mini and 766p@60hz?

It is not possible to suggest a CPU without knowing what motherboard it needs to be compatible with.

Other considerations are how much RAM will be involved and what speed will it be, what power supply unit will be used to power the whole system what programs you want to run at the settings you mention + will these programs be run from an SSD, a hard drive or online such as streaming/gaming/

HHHMMMMM, that’s a big ask? There may be suitable CPU’s around to suit your system, but none cheap, perfect, and future proof simultaneously.

Since you mentioned getting a Dell Monitor are you planning on getting a Dell System?

The reason I ask is that most computer manufacturers are notorious for putting in low wattage cheaply made power supplies.

Not the correct way to go about things and if you do go down that path you are likely to come unstuck, the first two items that you must pick are the CPU and MB/MB and CPU, it does not matter which way around as either way you have to make sure that both are compatible with each other, once this has been done you choose your RAM, it has to be done this way as many CPUs and MBs have different speed limitations for the RAM, what may be compatible with the CPU may not be with the MB, MB manufacturers go to the trouble of providing a qualified vendors list (QVL) to help make sure that people can choose a CPU and RAM that have been tested and proven to be compatible with their board, some also list other compatible hardware such as PCI-E SSD devices etc.
