    what else is drawing power?
how many external devices connected, internal hard drives, CD units?
    is the PSU 80+ certified?

both those cards draw just under 100watts, so a 400watt PSU should do, but just.

The “Platinum” name is intended to deceive I`m afraid and the power supply itself complete junk, clues to how poor a quality the PSU is are the minimal 14 amps on the +12V rail, the specs list a -5V rail and P4 (Pentium 4) both of which are 10 year old technology and finally it is stamped as a 400W on the info sticker but on the same sticker it also says Total O/P 165W, they cant even get that right as 14 amps X 12V actually = 168W, some further info on the present PSU here no pun intended but it is quite shocking.

Whichever card you go for I would suggest a good quality brand minimum of a Bronze efficiency rated 500W PSU is fitted first, the 1GB HD7770 requires 450W & 30 amps, the 2GB version of the card 500W & 20 amps and the GTX 650Ti 400W & 29 amps on the +12V rail.
