I play old games on a year 2009 Dell OptiPlex 960 MT w/ Windows XP Pro, SSD drive & VisionTek Radeon video card. Will a "HighPoint 600 Lite Series Rocket 640L PCI-Express 2.0 x4 Low Profile SATA III (6.0Gb/s) RAID Controller Card" improve gaming performance? I’m not sure but I assume I currently have SATA I or SATA II & do not intend on doing RAID.

In answer to your question/s PcGuy34, neither would improve gaming as the performance will only be as good as what the processor and RAM are capable of handling, two other potential issues, there are no XP drivers for that PCI card and adding more hardware to the system requires more power from the PSU, if still the original Dell PSU it will be the bare minimum of power output + be a real poor brand such as Bestec or worse.Comment

The manufacturer of the device does not provide XP drivers for the device which effectively means that the device is not supported in XP, some info on drivers for you, if you were running Windows 10 (which there are also no drivers for) the card may have worked ok using Windows 7 drivers being that they are more recent, being that your OS is XP chancing it is not worth the risk, the card is expensive and as previously mentioned it will not improve gaming.
