GPU problems

My pc wont reconize the bottom gpu. The top gpu is in PCIE 16x slot and bottom one is in PCIE 8x. The reason ive put them this far apart is to reduce heat build up. Dose any one know why the botton gpu isnt being reconised by my pc? My specs
Windows 10 Pro 64bit
Intel core i7 6800K OC to 4Ghz
Asus GTX 1080 Ti ROG STRIX OC SLI
4x 4GB Corsair Vengence 3000MHz Ram
2x Corsair Vengeance 8GB 3000MHz white LED
Gigabyte x99 Ultra Gaming CF

For graphics cards be them Nvidia or AMD they need to have a common connection, in this instance an SLI connector, see here

The PCIE Slot 8x is not recognising my GPU. The sli bridge is fine.

You do not mention in your OP the brand and model name or number details of the second add on video card and Speccy is not detecting one, have you by any chance removed the known good ASUS GTX 1080 Ti and tried the other GPU that you have in place of the ASUS GTX 1080 Ti .

Ive changed the GPU over and the bottom card will not work. i know both cards work when i put them in a pcie 16x slot. when one card is in pcie x8 slot it wont work

Can I ask do you have or have you read the user manual for your motherboard!
