How to use PCI Riser and PCI cable extension - computer starts not when connected

Hi!

I have ASUS Z-170A motherboard with 1 PCI slot only.
I need at least 2 PCI slots, so I bought PCI Riser PCI to 2x PCI and PCI enlargement cable (look at photos below)
I tried to connect it.
When I connect PCI Riser, computer starts not - no matter if is connected by cable. Riser has on edge Hood Sensor button and Auxiliary CD Audio port - audio port is not in use and really don’t understand button function…
When I connect to PCI port cable extender, computer starts without problem, but when I connect to cable any device (in this case TV Card) computer starts not.
Where do I mistake? Can anybody help me?
