GPU Problem

Hey everyone!
I’ve had a problem that i’m quite sure is the GPU itself, and 'im undecided whether it’s the fans causing trouble or not.
I have 3 fans on my GPU , and the ones on the right and the left do seem to be slower. Plus they make some sort of flickering noise at around 50% fan speed.
I have this problem while playing video games. After at least ten minutes these huge black lines start appear all over my screen.
My GPU isn’t overclocked so that isn’t the problem..
So my question is is there any way to fix this? Is it just my GPU dying (brand new , had it for at least 2 years) or can I somehow manage to make it stay alive?
In the link down blow you’re able to see the problem in Overwatch , playing on high setting, which my computer should be able to handle even higher qualities. (Happens almost on every game , Dark souls 3, Dark Souls 2 , etc etc.)

In addition it’s not my HDMI cable or anything .I have a R9 280X Battlefield 4 edition with 3 fans.

My card is a gigabyte windforce r9 280x.
Recently, I discovered that 100% the fans in the gpu itself are causing the noise/rattling.
I’m thinking of lubing them, but when I take the sticker off its sealed with some sort of plastic cap.
I think it goes like this;
Fans on the sides of gpu aren’t lubed–> fans are slower–> increased temperatures after a certain amount of time → gpu fails
Though , I wonder if 2 fans that aren’t working properly can lead to this sort of graphical errors+ im uncertain how to lube the fans (plastic cap seals it, and i cant open it)

It may be better to replace those fans,if you think that are not performing as they should. Lubing those fans are difficult as the bearings are sealed anyway. Some are bearing less anyway.. The max heat is 85 to 95 c on that card but it is recommended to keep under 80c if all possible.
Make sure your air flow thru the pc is open and clean. I am assuming that you clean out the dust from time to time as well. I would not try to lube that gpu fan at all.. If the gpu fan seems to be slow,that may be an issue as well,but saying that the gpu fan running at 2300 rpm seems to be running correct. Your card does throttle down or is suppose to,that will keep it from over heating.. I would suggest that you keep from stressing your card until we can find out what is causing the issue on screen. Right now it seems to be the heat.. Also what wattage is your psu ? Please post the amps on the 12 volt ..
