Right click FRST, run as admin.
Copy and paste the following into FRST search window.

Do not include the word code!

[ICODE] MsMpEng.exe[/ICODE]

Click the search files button and post the result.

FRST Fix.
Download attached fixlist.txt file and save it to the Desktop. NOTE. It’s important that both files, FRST/FRST64 and fixlist.txt are in the same location or the fix will not work. NOTICE: This script was written specifically for this user, for use on that particular machine. Running this on another machine may cause damage to your operating system Run FRST/FRST64 and press the Fix button just once and wait. If for some reason the tool needs a restart, please make sure you let the system restart normally. After that let the tool complete its run. When finished FRST will generate a log on the Desktop (Fixlog.txt). Please post it to your reply.

Ok, lets create a new admin user and see if the issue persist from it.
Create the user, log off your current user profile.
log into the new admin user and see if windows defender is acting correct from it.

Download Defender control.
Disable defender reboot.
Re enable defender reboot.

From an elevated command prompt.
Run

sfc /scannow

Disable Defender with the tool given in previous post.
Download and run a full scan with the Kaspersky Virus Removal tool.
Accept the terms.
Click Change Parameters.
Select the System drive.
All volumes.
Click OK, start Scan.
