Hi. I’m usually good with fixing issues on computers, but this one is baffling me and is truly worrying. It’s the most illogical issue I’ve ever had and everybody I asked can’t think of an answer. This will take some explaining, but for reference, here is my build:

About two weeks ago I noticed that my internet was extremely slow. I thought it was a problem with my provider so I restarted the router a couple of times but nothing worked. I then done a speedtest and it showed that my internet speed was at 0.02 mbps. It didn’t just slow down my computer but it slowed down everything in my house that was connected to my router - phones, other devices etc. Whenever I shut down my computer it returned to normal speeds (at best I usually get around 2.5 mbps). It took around 30 seconds to load a normal webpage and renders everything else impossible at speeds of 0.02 mbps. If that’s not DDoS, then I don’t know what else it could be!
I done around 20 full system scans on both Norton and Malwarebytes. On the first scan, Norton picked up a gen 2 trojan and eliminated it. I googled it and I read that it can contain a lot of features, including something DDoS related(?). I then done another scan on the SSD specifically, it picked up something minor and eliminated it. With all of the ‘viruses’ seemingly gone I thought I was in the clear. The internet was working fine and I was getting good speeds of over 2 mbps, but the issue comes back 10 minutes later. It wrecks my internet with sub-slow speeds and everything connected to my router, just as so long as my computer is connected to the internet. I done every type of scan I could think of and it picked up absolutely nothing. I couldn’t do a system restore as the last backup was annoyingly on the day I got the problem. I haven’t formatted my drive yet either.
I took it to a repair centre a few days ago and collected it yesterday, with the guy telling me that there was some adware and spyware in it that he removed (Norton can’t detect anything like that, honestly I think it’s the Internet Explorer of antiviruses). He said that issue was fixed as when he done a speedtest in his shop he was getting speeds of 11mbps. I take it home and the speeds turn sporadic - it ranged from 0.10 to 2.5 mbpgs at random intervals. Sometimes it was lightning fast, sometimes it was very slow. I left my PC running for a few hours and I was getting good stable speeds, so I assumed it was fixed.
This morning I started up my computer and it failed due to CPU overheating. This got me very worried because I only built my PC a couple of months ago and I have brand new equipment, including an expensive CPU fan which should be doing its job. I then rebooted it and my internet speed is once again at 0.02 mbps. This is illogical and worrying. Not only is my internet suffering but my fan is much louder than it should be and the CPU temperature was at 72 c when I started it up. That simply shouldn’t happen bearing in mind that I only use my PC for gaming and I have no idea how I could have got this problem in the first place.
I’m out of ideas. I have a new gaming PC and every scan I do does not detect any issues. The only thing I can think of is formatting the drive via Windows, but won’t that leave residues of the virus? Not quite sure if the CPU overheating is related, but my only concern is the internet, which gives the impression of a constant DDoS attack.
