Steam not using any network bandwidth for downloads

Hi, I’ve been having an issue for around a month now of Steam not using any network bandwidth for downloads. I’ve tried ending all my other tasks, unlimiting the network usage, clearing out my download cache, restarting my PC, and shutting off throttling but nothing seems to have worked. do you all have any solutions?

To publish a Speccy profile to the Web:
