Access Point

I need a little help…if anyone is able to advise…

I wanted to setup a old router as an access point. So this is what I did

Old Belkin router connected via cable to existing main router
Cable from old router to laptop

Tried to access Belkin router 192.168.2.1 so that i could configure it as an Access Point - but that doesn’t establish a connection. Responds with the ip address took too long to respond.

Im sure I did this once before with this sort of setup. Ive tried a hard reset on the Belkin
BElkin is working as Im able to access web pages

Any thoughts appreciated
