Use of VPN While Connected to a Secure Network

Is it really necessary to connect to VPN while connected to a secure network?

I suppose not,vpn is suppose to keep your internet private but a secure connection should do the same thing. Also you could use,if you do not have it ,HTTPs Everywhere this makes sure your connection is using the most secure encryption and will notify you if not.
