Does this happen at their residence only?
Have you tried to see if it makes a proper connection at yours?
When was the last time the modem, router was rebooted/power-cycled?
Is the port they a connected to working?
Are the lights on for the port on the system and the modem and or router?
What are the light on the Modem and one the router showing?

It is only at their house, and it’s only her computer (which is connected by ethernet to the router) and the other computer in their house that’s connected to ethernet is working fine with 100+ mbps. The router/modem was power cycled yesterday when I was troubleshooting. I haven’t checked if the port is properly functioning. This is what they have: http://www.ebay.com/itm/232054910659 and the lights on the front show normal operation, but like I said, I haven’t checked the lights on the port or the condition of the port
